Release 3.13 has been branched.

The point of branching is [1].

Further 4.0 dev tag is created, but with a name "v4.0dev1" as "v4.0dev" 
was used up when we branched 3.12 and expected the next release to be 4.0.

Packages will be requested within a week for testing out the release, 
and when available the respective lists will be notified regarding the same.
