The issue was caused because from 3.5.0 onwards volume stop is using mgmt_v3
and mgmt_v3 only has quorum_validation for "volume profile", now some of the
other volume commands do use mgmt_v3 as well but they seem to have a quorum
validation a bit later in there execution lifecycle, there is no such check in
"volume stop". Therefore, volume stop command was successful in execution even
when quorum was not met.

Fixed in upstream by - https://review.gluster.org/#/c/glusterfs/+/22692/
