Centos7 has an older version of libtirpc than we need. So if I install the
package on Centos nodes, compilation will fail. I've done this and had to
revert my change a while ago. This error message needs to be improved instead.
Fedora does have the right package and this error does not occur there.

For the infra side of things, I'm WONTFIXing this bug.
