Observed the same issue with 3.1.3 build (3.7.9-1) as well where in volume
doesn't get exported after setting ganesha.enable on 

[root at dhcp46-247 brick0]# gluster volume set testvol ganesha.enable on
volume set: success

and it shows below user avc in audit.log
