Description of problem:
/etc/hosts has the following content on NetBSD machines.

::1                     localhost localhost.
127.0.0.1               localhost localhost.

This is a problem when localhost is used for operations in tests.
Let us have the current infra to give out only IPv4 IPs for now.
We need a dedicated setup for IPv6 testing.
