Cause:
No distinguished return value from changelog history API when requested changelogs between time range were not available.

Consequence: 
Geo-rep stucks in history crawl without syncing.

Fix:
Return distinguished error from changelog history API when requested changelogs were not available between time range.

Result:
Geo-rep understands the error and switches to hybrid crawl. Geo-rep doesn't stuck in history crawl any more.
