The data set used in comment #1 and comment #2 has a large number of small
files; for this kind of data set, the current rebalance implementation was not
expected to do well. Rebalance is expected to do better with a data set of
large files, but would be good to verify that.

I've created a new data set in case you want to try rebalance on large files.
This one is 953g in size, has all large files (1g each), organized into 119
directories, each with 8 files.
