In my testing here, remove-brick/add-brick did the trick.

volume remove-brick gv0 replica 2 eapps-gluster03:/export/sdb1/gv0 force
volume add-brick gv0 replica 3 eapps-gluster03:/export/sdb1/gv0 [force]
