No its round robin and you cant control it because it assumes all your
bricks are in the same data center.
further more writes get sent to both from the client.
The scenario you described is not what it was designed for.
If you can live with this volume as a readonly on the webservers  in
the sedond site geo-replication is your best bet.
If you need the web servers to be able to write in both sites then you
should buy a really good wan optimizer because I don't know of any
clustered file system or NAS which would do that efficiently.
