Gluster-devel appears to be down at the moment. I've sent an email to the site maintainers at nongnu.org, and hopefully there will be a resolution soon.

In the meantime, you may want to send -devel messages through the users list until everything is back up.

Or we can take the subscribers list and finally move gluster-devel to the Gluster.org servers.
