Yes, there won't be a 5.4 as we hit upgrade blocker

The issue you are facing not same as
https://bugzilla.redhat.com/show_bug.cgi?id=1684029 or
https://bugzilla.redhat.com/show_bug.cgi?id=1684569. And I don't think you are
hitting https://bugzilla.redhat.com/show_bug.cgi?id=1684385 as that issue is
seen while upgrade from 3.12 to 5.

I suspect your issue is same as
https://bugzilla.redhat.com/show_bug.cgi?id=1676812. Please, let me know
whether it is same or not.
