Cause:
While in the middle of a volume delete cli operation, if one of the peers in the cluster is disconnected, a sequence of events can land into a situation where the deleted volume will be freshly created post the peer is connected back to the cluster.
Consequence:
Results into a cluster having a stale volume.
Fix:
Do not consider handshaking a volume which is already marked as to be deleted.
Result:
No stale volumes will be seen.
