Description of problem:
There is no way other than manually creating the vol file for thin-arbiter and
starting this process on the node where we need thin arbiter to be running.

Provide a custom volfile for thin-arbiter and script which starts this process
by itself. Also provide the custom rpm to install thin-arbiter.
