Description of problem:

Tiering commands don't work in NetBSD.

As per the following conversation on IRC:

(12:09:09  IST) rastar: pranithk1: general advice for all teams
(12:09:38  IST) rastar: pranithk1: grep "BUG=000000"
tests/bugs/<your-component>
(12:10:07  IST) rastar: pranithk1: and for all those tests which have that
line, file a bug and replace with BUG=<BUGID>

Raising this bug as an umbrella bug for all those tests in NetBSD that are
marked bad/known issues against tiering, so that the string:

#G_TESTDEF_TEST_STATUS_NETBSD7=KNOWN_ISSUE,BUG=0000000

is filled with the id of this bug in the 'BUG' field.
