I still see this issue on the build, hence marking as failed qa

Fails on both NFS and Fuse

1)I created some files
2)attached tier
3)now created more file(on hot tier directly by default)
4)now accessed legacy files to promote them
5)they got promoted
6)now waited for demotion
7)once demoted i am unable to delete the legacy files alone
