Description of problem:

while attaching tier to volume cli should ask question "Attach tier is
recommended only for testing purposes in this release. Do you want to continue?

How reproducible:

always

Steps to Reproduce:
1. create and start plane distributed volume
2. attach tier to volume

Actual results: Its simply attaching tier without any question


Expected results:

before attaching tier it should ask user question. "Attach tier is recommended
only for testing purposes in this release. Do you want to continue?
