In a tiered volume,removing a brick fails.
The operation completes but the result is a failure

Steps to Reproduce:
==================
1.create a gluster volume(i created a distribute type) and start the volume
2.attach a tier to the volume using attach-tier
3.Now do a remove-brick on one of the bricks of the volume

This fails


Actual results:
===============
remove brick fails

Expected results:
================
remove brick must pass after a successful rebalance of data
