Subject: attach tier

We had a meeting with Alok, Vijay, Satish, Shaym. We decided that for the tech
preview, we will not support attach tier while I/O is running. This is because
DHT will need some modifications to support this. 

The decision has two consequences:

1. Any blocker bugs related to attach tier while I/O is running are deferred.

2. This should not be tested by QE.

We can discuss more in scrum.
