As we are scoping out rebalance command for everglades, this bug cannot be
moved to on_qa
This bug needs to be deferred to next release and accordinly the status should
be assigned.
Throwing a error message for not allowing rebalance is a different fix
al-together.
hence pushing back the bug to assigned.
Please move the status accordingly
