Currently we have scoped out add/remove brick.
This bug is not to address this.
 gluster v remove-brick distrep2 10.70.47.159:/rhs/brick1/distrep2 start
volume remove-brick start: failed: Removing brick from a Tier volume is not
allowed


We need to track the error message as part of some other bug.
Hence assigning it back to Dev team
