Description of problem:

Failure case:
Running gluster volume heal <volname> info on a stopped volume results in a
core.
This should not happen.

A bug has already been raised to report this issue (BZ 1220996). 

This bug is specifically being raised so that a workaround fix can be sent to
tackle above mentioned failure case for regressions, till the mentioned BZ is
RCA'ed and fixed.
