The plan is to make Gluser/NFS an optional component for Gluster 4.0. If the
Gluster/NFS bits are not installed, NFS will obviously not be enabled either.

There are too many 3.x users that expect Gluster/NFS to be enabled by default,
it is not something we can change without confusing those users.
