Cause: Glusterd was not checking server quorum validation for few operation like add-brick, remove-brick, volume set command.

Consequence: when there is loss in server quorum then few operation (for eg. add-brick, remove-brick, volume set) passed successfully with out doing server quorum validation check.

Fix: With this fix it will do server quorum validation.

Result: it will block all operation (except volume set <quorum options> and "volume reset all" commands) when there is loss in server quorum.
