[gluster-packaging] glusterfs-3.8.9 released

Packages are in the testing repository for CentOS users:

  # yum install centos-release-gluster
  # yum install --enablerepo=centos-gluster38-test glusterfs-server

Feedback of some testing is appreciated before I mark these packages as
released.
