[gluster-packaging] packaging for Debian and Ubuntu

Hi,

We need volunteers to do Debian and Ubuntu builds of 3.7.5.

The last time msvbhat did Debian and Hari did Ubuntu.

This time around we need Debian/{jessie,stretch} and Ubuntu/{trusty,vivid}

Perhaps we can have different volunteers this time. MS and Hari can help
out. And you can call on me with any questions.
