Headline: branch is not ready for RC0 tagging today, we will be

Backport has all the regression votes, I need one of the authors to
confirm that the backport is valid and needs to be done, as I have
assumed as much.
I will possibly wait till tomorrow 9:00 AM Eastern, and merge this, and
we may have to deal with bugs before release is done.

Further failure analysis is complete, and Amar has submitted additional
fixes, awaiting regressions (and then merge->backport->...) to be completed.
