[Gluster-Maintainers] Release 4.0: GD2 tag for RC0 on 31st Jan

I tagged and did an alpha release yesterday, for Kaleb to test
building rpms with.

I'll tag a rc0 seperately. Do let me know when this needs to be done,
or if this is needed right away.
