The number of maintainers will largely be a function of the complexity of
the component and the nature of ongoing work (features being designed,
patches for review, outstanding technical debt). The intent of this
exercise is not to disturb status quo for components where we do not have
problems.

Some of these questions should be clearly answered in document IMO.
