Finally! RC0 is tagged and sent for packaging (to make it easier for 
users to test and provide feedback).

With this we will not accept any more feature backports to 3.12, and 
only bug fixes will be merged (as per the stability phase guidelines [1]).

This brings us to the testing/stability phase of the release, to ensure 
existing and new features function as required.

I will send a more detailed mail with the release notes and the builds 
to users list as well, to encourage testing feedback on the release.
