[heketi-devel] test envs always failing in centos-ci

It has lately been difficult to get any
centos-ci tests passing for heketi.
I have identified at two issues that we are
suffering from, related to openshift-ansible and docker:
- TestOpenShiftSmokeTest fails, failing to
start the virtual machines. Ultimately we see:
'dict object' has no attribute 'http_proxy'
This points back to:
https://bugzilla.redhat.com/show_bug.cgi?id=1386654
and
https://github.com/openshift/openshift-ansible/issues/2479
and seems to be fixed in openshift-ansible in:
https://github.com/openshift/openshift-ansible/pull/2651
- TestKubeSmokeTest fails with a docker error:
Could not read CA certificate "/etc/docker/ca.pem": open /etc/docker/ca.pem: no such file or directory
==> ERROR: Unable to load Heketi docker image
This seems to be
