I just tested on 3.7.14 and I don't have the problem:
wget 
https://download.gluster.org/pub/gluster/glusterfs/3.7/3.7.14/glusterfs-3.7.14.tar.gz
tar zxvf glusterfs-3.7.14.tar.gz
cd glusterfs-3.7.14
./configure --disable-tiering  → no error/warning
make → no error
