[Gluster-infra] Adding new github admin

Hi all,
I've added Atin to Github-organization-Admins so that he can assist with
managing the glusterfs-specs repo.

If you need access, it's probably easier to put a bugzilla bug in for
tracking, I'm putting this note here in lieu of a bugzilla ticket.
