[Gluster-infra] Planned Gerrit outage from 0430 to 1030 on Nov 18

Hello folks,

Now that 3.9 is released, we'd like to get started on planned infrastructure
maintenance. If all goes well today, we'll have another maintenance window in
weeks as well to move to Gerrit to CentOS 7.

# Date and Time
We're planning a 6-hour outage window tomorrow (Nov 18) from 0430 UTC to 1030
UTC (10 am to 4 pm IST).

# What Will Happen
I plan to move Gerrit to a postgresql server on a separate instance rather than
one in the same VM. This is part of the plans to move our Gerrit infrastructure
onto CentOS 7. The full plans and timelines are here are on the infra wiki[1].
