[Gluster-infra] New repo "docker" added to github

Hi All,

A new repo called "docker" [1] has been added to github/gluster. This 
will be our canonical repository for storing dockerfiles and will be 
linked to builds on dockerhub [2], [3].

Humble will be managing this repository.
