[Gluster-infra] Marking Media wiki readonly

Hi Justin,

We need to mark our media wiki instance READ ONLY asap.

The below url says how to achieve this target.

Above setting need to be done on "LocalSettings.php" ,

Is it something you can look into ?  if not, please let me know who has 
access to this system :)
