[Gluster-infra] Require liburcu to be installed on jenkins slaves

Hi list,

I'm working on some changes to GlusterD which require a new library. I'd
like to start pushing these changes for review. This requires the
installation of the userspace rcu library on the jenkins slaves.

Packages are available for EL6 from EPEL and ports are available for the
BSDs. The packages are named as,
- EL6 - userspace-rcu-devel
- NetBSD - userspace-rcu
- FreeBSD - liburcu

Any version greater than 0.7 will be fine.
