Install requirements:
- Minimum requirement for Tendrl server node changed to 4 VCPU/16 GB Memory

Backend
- Move gluster.event_utils to commons
- Fix geo-rep classification
- Raise alert when node goes down, when cluster health changes
- Add georep related alert also for volume alert count increment
- Add volume status related alert also for volume alert count increment
- Raising brick alert when peer is disconnected or node goes down
- Fix conflicting gluster "cliutils" python module
