This seems to be the key problem now. You need to have the system
registered at the Red Hat Customer Portal to get additional packages
from there. The libacl-devel and dependencies can be obtained through
the channels from Red Hat. If you have difficulties registering your
system, you should open a support case with Red Hat Customer Experience
& Engagement (https://access.redhat.com/support/) or the vendor you got
RHEL from.
