[Gluster-devel] Suggest a feature redirect

We get so much spam on the mailing list from unregistered users that
unfortunately, this would not be effective.
Here's what I'm thinking on further review:
We should have that link to a static page that describes how to submit a
patch and contribute back to the community, because that makes the feature
request actionable.
