[Gluster-devel] One clarification needed on "detaching a peer when server quorum not met"

'peer detach' in this state should fail, unless "force"d. Detach is
not allowed even if just one of the other peers is down (excluding the
peer being detached). This is to prevent the other peers from
reinserting the detached peer.
