[Gluster-devel] 3.9. feature freeze status check

Created following etherpad to track the patches which needs to be merged 
before branching 3.9
https://public.pad.fsfe.org/p/glusterfs-3.9-branch-blockers

Please Note:
- Patch should have Ack from Maintainer
- Ready to merge patches but pending regressions.
