Right, but I do not think the documentation of procedures and workflows
should be part of the developers guide. This counts for topics related
to bugs, releases and probably other things. Can we have a section on
readthedocs where procedures and workflows can be placed?

Yeah, we definitely should do that. And, also make sure that the old
wiki gets replaced by appropriate redirects to prevent confusion.
