It is available in the updates-testing repository for EPEL-5:

    https://admin.fedoraproject.org/updates/FEDORA-EPEL-2015-1134/userspace-rcu-0.7.7-1.el5

After people tested it, and gave positive karma on that page, the build
will get automatically pushed to the updates repository. 3+ karma is
required, or someone could ask the maintainer to manually push it.
