Thanks Jeff. This document summarises the discussion we had in the DHT break out
session and highlights some less discussed aspects of early 4.0 proposals.
DHT2 proposal also needs to throw some light on how it would affect tiering
as it's implemented today. I will add this question to the google doc too.
