[Cinder.glusterfs.ci] [Third-party-announce] Disable IBM XIV CI

Hi Mike, 

We have been working on the CI system and it is running the tests 
properly. We see that the SSH keys are not working anymore - is this 
because they have been disabled on the gerrit side? How do we enable them 
(at this stage just for testing)?

Resending because I think things got stuck. This CI has been giving
false failures and consistently failing in its last 120
runs. Folks are aware of this, but unsure how to resolve the problem
at this time. In the mean time, I would like this to not be giving
false reports constantly.
