Feature: 
CLI based split-brain resolution for replica 3.

Reason: 
Split-brains sometimes are occurring in corner cases for replica-3. Making the CLI work for resolving split-brains in replica-3 can be valuable for support engineering/ storage admins.

Result: 
The split-brain resolution CLI which earlier used to work only for replica-2 will now work on replica 3 volumes as well.
