1. The officially reported repository of glusterfs
https://download.gluster.org/pub/gluster/glusterfs/LATEST/
2. As stated in the bug report download wasn't working, too
3. Not checked, only checked installation on Debian Stretch and manually
downloading packages via Chrome
4. Official Chromium Version 76.0.3809.100 Ubuntu/Linux Mint 19.1

A few hours after reporting this issue, I was able to install successfully.
Seemed to be a temporary issue with the repo which might be solved already.
