Description of problem:
tests/features/weighted-rebalance.t
the volume re-balance is failing.


How reproducible:
 Ran the test cases 

Steps to Reproduce:
1. check the volume patchy
2. run the rebalance
3. observed on brick inactive and also the rebalance fails.

Detailed Commands and their output is as follow: 



$ gluster --mode=script --wignore volume status
