Description of problem:

/var/lib/glusterd/options is erased when glusterfs-server is removed or
updated.

This is where cluster.enable-shared-storage, among other things, is persisted.

When /var/lib/glusterd/options is erased then shared storage may not be enabled
after an upgrade.
