Description of problem:

Rebalance requires all DHT subvols to be available in order to proceed.
However, with the latest master, I am unable to start a rebalance even if a
single brick in a replica set is available but the DHT subvol is still
available. This defeats the purpose of having AFR/EC.

This was introduced in http://review.gluster.org/10906.

However, on re-evaluating this, I think the logic around this should stay with
the DHT rebalance process and should not be handled in glusterd.
